► A.3.1 Motion of Censure

A.3.1       Motion of Censure

i] Should any member of the Council believe that an Officer warrants Disciplinary Action but that it is not a sufficiently serious matter to warrant a Motion of No Confidence (see below), they may submit a Motion of Censure about that Officer.

ii)            The Motion of Censure shall be discussed at a meeting of the Council held in accordance with the Standing Orders.

iii) All Motions of Censure of Officers must clearly state (in writing) the grounds of the complaint.  And should include details of any Union council Regulations or Policies alleged to have been breached and be submitted to the President’s Personal Assistant in accordance with Council Standing Orders at least twelve days before the meeting at which the Motion is to be debated.  If more than one Motion of Censure is submitted to any meeting, they may be considered as a single Motion.

iv) All reasonable steps must be taken immediately to inform the Officer of the Motion of Censure, the grounds of the complaint and the Procedure set out in this document.

v) The Officer may attend the meeting at which the Motion is to be discussed and may be accompanied or represented by a friend.  The officer or friend shall have the right to address the meeting and shall have the right of reply.

vi)            The Motion of Censure shall be passed if a majority of members present vote.  The Officer, if present at the meeting, will be informed immediately by the Chair of the result of the Motion.  If the Motion is passed, the Officer will be informed that they have been censured and any further complaint will be dealt with by a “Motion of No Confidence” as provided below.  If the Officer was absent from the meeting all reasonable steps must be taken to inform the Officer as soon as reasonably practical of the result of the Motion and the consequences of any further complaints.
