► Part I - Governance Committee

Part I – GOVERNANCE COMMITTEE

 

I.1               In conjunction with the Chair of Council the Governance shall give guidance on interpretation and rulings on any matters relating to the Standing Orders.

 

I.2               The membership of the Governance Committee shall be the Chair of Council, the President (who shall act as secretary to the Committee), the Senior Treasurer and one member of the Union Council elected in accordance with the Union’s electoral regulations. The Committee will be chaired by the Chair of Council who will have the casting vote.

 

I.3               All decisions of the Governance Committee will be binding on the Council unless overturned by a two-thirds majority.

 

I.4               The Chair of Council will chair the Council. When there is a Procedural Motion regarding confidence in or rulings of the Chair of Council, the chair will be taken by another member of the Governance Committee. In the absence of the Chair of Council, or when the Chair of Council wishes to propose or speak on a motion, a voting member of the Executive will take the chair as delegated by the Governance Committee or Chair of Council.

 

I.5               The Governance Committee shall set and approve the agenda for each Council Meeting.

 

I.6               The Governance Committee shall be responsible for the maintenance of the list of approved Council delegates, and will rule upon the issue of temporary substitutions to delegations and on a change to the list of non-members with Observer status.

 

I.7               The Governance Committee will rule as to whether motions, as they are submitted, are in order.

 

I.8               Where necessary the Governance Committee may give guidance as to measures that might be taken to ensure motions are in order.

 

I.9               In the case of Constitution and regulatory Amendments the Governance Committee shall ensure that any amendments submitted will not lead to conflicts within and between the Constitution and Regulations. If such conflicts arise the Governance Committee may decide to bring further motions to Council in order to remove the conflict.

 

I.10              The Governance Committee may rule during a Council meeting should a request to withdraw a motion be made once the meeting has begun.

 

I.11              The Governance Committee will ensure that all Amendments and Emergency Motions received in due time before the meeting are distributed at the meeting.

 

I.12              The Governance Committee shall rule as to whether motions submitted as Emergency Motions comply with the regulations regarding submission of Emergency Motions.

 

I.13              The Governance Committee shall specify the time allocated for discussion of motions individually or as a block. It is the responsibility of the Chair of Council to ensure that the discussions are limited to the time allocated.

 

I.14              The Governance Committee shall ensure that adequate records of Policy and Policy Lapse, and all Recommendations, are maintained for inspection by all members of the Union upon request.

 

I.15              Shall review, interpret and, if necessary, propose alterations to the Union’s Constitution and Regulations.
