9          The Union Finance Committee

 

9.1       The Union Finance Committee shall be responsible to the Union Council for the Union’s financial management, development and services. The Committee shall formulate policy in these areas subject to the approval of the Union Council, which in turn will report to C.S.A.M.

 

9.2       In particular, the Finance Committee shall be responsible to Union Council for:

 

a)         forwarding annually by the due date estimates of all income and expenditure accruing to the Union by cost centre and in summary form, including estimates of investments and provisions.

b)         monitoring all income and expenditure accruing to the Union against the approved budgets.

c)         recommending financial regulations and procedures for the conduct of all financial transactions carried out in the name of the Union and monitoring their application.

d)         forwarding annually by the due date audited annual accounts for each cost centre and in summary form and an audited statement of investments, assets and provisions.

e)         recommending capital projects and the means by which they will be financed initially and recurrently.

f)          ensuring suitable arrangements for the safe-keeping of assets under its control including assets of the University.

g)         approving, or where necessary recommending, arrangement for the overall management of the Union in accordance with the employment and estates policies of the University.

h)         recommending regulations for the use of the Union premises and University premises managed by the Union and monitoring their application.

i)          consulting the users of the various facilities.

j)          recommending arrangements to make facilities available to Non-Members of the Union subject to the approval of the Union Council.

k)         recommending the privileges of, and setting the fees paid by, Associate and Day Members

l)          reporting to each meeting of the Union Council on the Finance Committee’s activities.

m)        such other matters as may from time to time be referred to it by the Union Council or other bodies or officers of the Union.

n)            Consider amendments to sections 9 and 10 of this Constitution.

 

 

9.3       The membership of the Finance Committee shall be:

 

a)            the Sabbatical Officers,

b)            the student member of University Council

c)            one elected student member of Council

d)            a representative of the Societies Committee

e)            a representative of the Sports Committee

f)            the Sports and Societies Officer

g)            two representatives of the Executive Committee

h)             the Senior Treasurer

i)          one senior representative of the University nominated by the Vice-Chancellor.

 

9.3.1    The London Student Editor will be a member for the ‘London Student’ agenda item and will be able to vote on that item alone.

 

9.4       The Chair will be the Chair of Union Council.

 

9.5       The Secretary of the committee will be the General Manager of the Union.
