ULU SABBATICAL OFFICERS AND THEIR INTERACTION WITH UL STUDENTS

THIS UNION NOTES
1. That the offices of the President and Vice-Presidents are in a secure area of the 4th floor of the ULU building.
2. That it can be very difficult for students to gain ad hoc access to see the President or Vice-Presidents due to the fact that there is no longer a receptionist on the 4th floor.
3. That there is very little interaction between the President and Vice-Presidents and the general UL student populous.
4. The Council Awareness motion passed in the 2001/2002 academic session.
THIS UNION BELIEVES
1. That students should have easy access to see Union Officers, particularly sabbaticals.
2. That accessibility of Union Officers is important for holding them to account. Council should not be the be-all-and-end-all of accountability.
3. That greater accessibility and accountability of Union Officers is particularly important given the disappointingly low increase in turnout in the recent elections and the consecutively inquorate Councils.
4. That the argument that students can ask the Ground Floor reception to telephone and gain access to the Union offices is flawed. Often, an Officer may be away from their desk. They don’t hear the phone and so the receptionist assumes the Officer is not in (as they have no access to the Officers’ diary). Consequently the student goes away (perhaps never to return) even though the Officer was in the office and available to see them.
5. That telephone and email contact, the ability to make an appointment and formal meetings are no substitute for informal face to face contact between students and their elected representatives
6. That the President and Vice-Presidents should operate on ‘open door’ policy towards UL students wishing to see them on any issue. Such a policy shall not prejudice the Officers from keeping appointments to see students and staff in private or from doing their work.
7. That an open plan office layout should not compromise the ability of Union Officers to meet with students or staff in private, provided that there is adequate provision of shared meeting and/or interview rooms.
8. That greater participation by students in fora such as Council should be encouraged and facilitated.
9. That ULU Officers should seek an increased presence at College Unions through means such as holding local surgeries or observing their councils and/or general meetings or equivalents.
THIS UNION RESOLVES
1. That the President and Vice-Presidents shall work in an accessible office area with appropriate staffing to help students meet with their representatives.
2. To mandate the Executive Committee to oversee the implementation of this policy, including the detail of changes to the layout of the Union offices.
3. That meetings of ULU Council shall rotate around the University’s principal campuses. Venues for meetings shall be determined at the discretion of the President subject to any guidance provided by the Executive Committee.
4. That this policy shall be implemented as soon as practically possible, and by no later than the start of the Autumn term of the 2003/2004 academic year.
