Valid AULUC 2009
ULU ELECTIONS
Proposed by: Chris Piper [ULU President]
Seconded by: Mike Johnson [ULU V-P Finance, Services & Operations], Anna Dowuona-Kludze [Heythrop SU President]
THIS UNION NOTES
1) That last year Heythrop College had a ballot box for the on-line ULU elections due to an apparent lack of computers.
2) That this was questioned by a number of student officers who stated that there were enough computers at Heythrop College.
3) That both students and student officers at Heythrop College have stated that there are indeed enough computers.
4) That the College has promised to buy extra computers if the students feel that there are a lack of them.
5) That previous ULU Councils have indicated a preference for “Re-Open Nominations? (RON) in the ULU on-line elections.
6) That the previous Vice-Chancellor, Professor Graham Zellick, had barred ULU from having RON due to his belief that firstly this is not standard practice in conventional elections and secondly a worry that voters may use RON as a tool to disrupt the election of candidates thus costing ULU time and money.
7) RON is standard practice in virtually all student union elections, though rarely is a winning candidate.
8) That the University of London has a new Vice-Chancellor in Sir Graeme Davies.
1) That whilst it was arguably easier for some students to vote at Heythrop College than at other Colleges, the ULU election to ensure consistency should have the same procedures for voting for all Colleges.
2) That it is fairer, given that given the cost, that Heythrop College should have the same rules with regard to the on-line elections that other Colleges have.
3) That the beauty of the on-line election means that students can vote at any computer connected to the internet, at any location and at any time within the voting period.
4) That RON should feature in all ULU elections, excluding obviously those elections to ULU Committees.
5) That there is nothing either in ULU’s Regulations or policy from Senate House stopping us from having RON in our part-time Executive on-line elections.
6) That even if RON won, the costs of running a subsequent on-line election are negligible, especially compared to a standard ballot box election.
7) That ULU as part of its Governance Review should look into methods of electing its principal officers.
THIS UNION RESOLVES
1) To have the on-line elections apply equally to all Colleges and thus have no differences in practice.
2) To mandate the ULU Executive as part of the Governance Review to investigate other methods of electing the principal officers of the Union.
3) To have RON in all elections for part-time officers.
4) To mandate the President to lobby the Vice-Chancellor for RON to be featured in this years on-line elections and if successful for RON to be a candidate.
