A.2.2 Vice-President [Finance, Services and Operations] shall:
a) Be responsible for all matters related to the Union’s finance including all relations with the University related to the area.
b) Be responsible for all matters related to the day-to-day running of the Union.
c) All matters related to the Union Buildings and the provision and development of services.
d) Be responsible for any item falling under the remit of the Finance Committee.
e) All fund-raising and sponsorship for ULU publications and communications in conjunction with the President.
f) Act on behalf of the President in his/her absence.
Finance
i) Be responsible for the Finances of ULU;
i) Set the Agenda of the Finance Committee and report to the Council and CSAM on the business of Finance Committee;
ii) Convene and chair a Finance Officer’s Network and liaise regularly with Finance Officers from all Constituent Colleges;
iii) Approve all Student Representation expenditure in line with the financial procedures;
iv) Ensure that the first estimates, revised estimates and end-of year accounts are completed in accordance with the Financial Regulations and Charity Commission requirements;
v) Ensure that the Financial Procedures are followed at all times;
vi) Monitor all ULU expenditure; and
vii) Co-ordinate all ULU applications for sponsorship revenue.
Services
viii) Be responsible for the revenue generating services ensuring that they are responsive to students needs and wants;
ix) Shall liaise through the General Manager to ensure the development of the Student Services.
x) Be responsible for the marketing of ULU’s services to the students, and approve all the publicity;
xi) Recommend to Finance Committee developments or adaptations of ULU service provisions that would increase the level of service provided;
xii) Be responsible and oversee any service developments;
xiii) Create a long-term plan for the future direction of the services;
xiv) Ensure services function in line with ULU policy;
xv) Ensure environmental and ethical soundness of services in conjunction with the environment and ethics officer;
xvi) Monitor all complaints made about the services from students;
xvii) Shall attend meetings of NUS Services Ltd acting as the voting member of the Union;
xviii) Shall be responsible for all Entertainments within ULU, working closely with the Ents staff on both one-off events and the regular ents programme.
Operations
xix) Be responsible for Health and Safety within ULU and attend the ULU Health and Safety Committee meetings;
xx) Report to the Executive Committee on any matters related to Health and Safety;
xxi) Ensure the smooth running of the building;
xxii) Be responsible for the maintaining of the building and approve any significant work done on the building;
xxiii) Liaise with the Environment and Ethics officer to ensure that ULU is an environmentally friendly organisation;
xxiv) Attend all Managers’ Meetings;
xxv) Be responsible for ULU’s door policy;
Other
xxvi) Shall co-ordinate the organisation of the Intro fortnight events, the ULU Roadshow and organise Annual Freshers Fayre in conjunction with the Vice-President (Sports and Societies).
The Vice-President (Finance, Services and Operations) shall be empowered to act on matters related to the above Terms of Reference of a minor, non-contentious or urgent nature, so long as any such actions are reported at the first opportunity to the appropriate body.
