REGULATION I • GOVERNANCE COMMITTEE

Proposed by Governance Committee

This Union Notes:

1.        That Regulation I currently does not exist. 

This Union Believes:

1.        Governance Committee is referred to throughout the constitution and regulations.

2.        Than the constitution specifically states that Regulation I will be the term of reference for Governance Committee

This Union Resolves:

1.        To agree the proposed new election regulations [attached].

Regulation I: GOVERNANCE COMMITTEE

 

I:1            In conjunction with the Council Chair the Governance Committee shall give guidance on interpretation and rulings on any matters relating to the Standing Orders.

 

I:2            The membership of the Governance Committee shall be the Council Chair, the Senior Treasurer, the President (who shall act as secretary to the Committee) and one member of the Union Council elected in accordance with the Union electoral Regulations. The Committee will be chaired by the Council Chair who will have the casting vote.

 

I:3            All decisions of the Committee will be binding on the Council unless it is overturned by a two-thirds majority.

 

I:4            The Council Chair will chair the Council. When there is a Procedural Motion regarding confidence in or rulings of the Council Chair, the Chair will be taken by another member of Governance Committee. In the absence of the Council Chair, or when the Council Chair wishes to propose or speak on a motion, a voting member of the Executive will take the Chair as delegated by the Governance Committee or Council Chair.

 

I:5            The Governance Committee shall set and approve the agenda for each Council Meeting.

 

I:6            The Governance Committee shall be responsible for the maintenance of the list of approved Council Delegates, and will rule upon the issue of temporary substitutions to delegations and on a change to the list of non-members with Observer status.

 

I:7            Motions to Council

 

7.1                The Governance Committee will rule as to whether motions, as they are submitted, are in order.

 

a)      Where necessary the Committee may give guidance as to measures that might be taken to ensure motions are in order.

 

7.2                In the case of Constitution and regulatory Amendments the Governance Committee shall ensure that any amendments submitted will not lead to conflicts within and between the Constitution and Regulations. If such conflicts arise the Governance Committee may decide to bring further motions to Council in order to remove the conflicts.

 

7.3                The Governance Committee may rule during a Council meeting should a request to withdraw a motion be made once the meeting has begun.

 

7.4                The Governance Committee will ensure that all Amendments and Emergency Motions received in due time before the meeting are distributed at the meeting.

 

7.5                The Governance Committee shall rule as to whether motions submitted as Emergency Motion comply with the regulations regarding submission of Emergency Motions.

 

7.6                The Governance Committee shall specify the time allocated for discussion of motions individually or as a block. It is the responsibility of the Chair to ensure that discussions are limited to the time allocated.

 

I:8            The Governance Committee shall ensure that adequate records of Policy and Policy Lapse, and all Recommendations, are maintained for inspection by all members of the Union upon request.
