MOTION ON ELECTIONS

THIS UNION NOTES
1. That the strength of ULU lies in its democracy and therefore the number of students voting should be encouraged to increase.
2. Over previous years measures have been put into place to encourage an increased turnout at elections from across the University of London, and that this includes the introduction of Internet voting.
3. That Heythrop Students’ Union, in particular, has an issue with limited internet access, and that their Union Council has voted to void their students internet vote in favour of installing a ballot box, in order to increase student access to vote at this year’s ULU elections.
4. That Heythrop College is the only College within the University of London that does not receive HEFCE funding and is instead funded by The Jesuit Foundation.
5. This funding arrangement means that Heythrop students have very limited access to the internet and would therefore face enormous difficulty in accessing the ULU on-line elections.
THIS UNION BELIEVES
1. That Heythrop College students have equal right to vote in ULU elections and that elections should be as democratic as possible.
2. That the importance of an increased turnout from across the constituent colleges cannot be underestimated.
3. That it is Council’s responsibility to continually assess and reassess measures taken to increase turnout, and to make changes to voting procedures as necessary.
This Union Resolves:
1. That Heythrop College Students’ Union has the right to opt out of the Internet voting system, in favour of a ballot box election.
2. That Heythrop Students’ Union should contribute 50% towards the costs associated with introduction of the Ballot Boxes at Heythrop College and ULU will meet the remaining 50%.
3. That the election committee will be responsible for ensuring equality across the two systems and that any complaints should be dealt with in the normal manner via The Returning Officer.
