ON LINE ELECTIONS

Proposed by: Justine Stephens, [ULU President]

Seconded by: Nigel Fletcher [ULU V-P [Finance & Services], Neil Rogers [ULU V-P Sports], Allan Angus [ULU V-P Welfare & Student Affairs]

 

To insert into body of motion (Paper L) the following text:

 

THIS UNION NOTES

 

1        That this council set up an Elections Review Group to carry out a thorough review of all ULU Elections.

2        That this group was mandated to bring its detailed recommendations to this meeting of ULU Council.

3        That the Review Group has now met and concluded its business and remit, and is presenting its findings and recommendations in the form of this motion.

4        That the review group took into consideration all submissions made to it when deciding on its recommendations.

5        That these included:

5.1             Removing the requirement for full time executive candidates to have 5 nominators from ULU Council, and reducing the requirement to have 25 nominators from 5 different colleges of the university.

5.2     a desire to elect all members of the Executive, London Student Editor and Council Chair by the same method as Full Time Executive Elections.

5.3             abolishing the requirement for an Electoral Recommendation Council.

5.4     making self issue of ULU cards more widely available and much earlier in the year.

6        That the Review group wishes to see ReOpen Nominations as a candidate in ALL elections, but that the Vice Chancellor has made his position clear that Reopen Nominations is “not acceptable�? in any election for a full time position, and as a result, this recommendation is not included in this motion

 

THIS UNION RESOLVES

 

1        To mandate the ULU President 2002/03 to undertake with Governance Committee a full re draft of the ULU Election Regulations to incorporate the following, and to bring them to the first meeting of ULU Council of the Academic Year 2002/03 for approval:

2        To elect all members of the Executive Committee, Chair of Council and London Student Editor by cross campus ballot at the same time.

3        To hold any by elections for unfilled or reopened part-time positions at subsequent meetings of ULU Council.

4        To remove the requirement for an Electoral Recommendation Council, and hold instead an Hustings meeting for all candidates in the elections that is open to all full ULU members.

5        To remove all current restrictions on individual campaigning, and insert in their place a code of conduct for campaigning, which should include as a minimum:

5.1     No candidate may mention another candidate standing in any ULU Elections in any of their campaign publicity.

5.2     All candidates must abide fully by the letter and spirit of ULU’s Equal Opportunities Policy.

5.3     All candidates will be bound by the rules and regulations of the premises on which they are campaigning.

5.4     All candidates must operate within the confines of the law.

6        Change the current nomination requirements for all positions to require a minimum of 10 nominators, all of who must be registered students of the University of London, from at least 3 different colleges or institutes of the University of London.

7        Ensure that the regulations exclude Re Open Nominations from being a candidate in any election for a full time position.

 

THIS UNION FURTHER RESOLVES

 

1        To proactively encourage other UL college Unions to hold hustings events

 

2        To ensure that publicity for all elections is sent out at the appropriate time and in sufficient quantity.

3        To include a full page in the ULU Student Guide on the elections, how to vote, how to stand, and a summary of each position.

4        To liase with UL College Union publications to ensure maximum publicity for the whole cycle of elections.

5        To provide links from the ULU website to all UL College Union websites, and to actively encourage this to be a reciprocal arrangement.

6        To ensure that ULU cards are made available for self-issue by UL College Unions by the start of September each academic year.

7        To seek further clarification from the University as to why they consider it unacceptable to have ReOpen Nominations as a candidate in elections for full time positions.

8            To continue to lobby the Vice Chancellor and other senior members of the University with a view to them changing their mind on the issue of ReOpen Nominations.
